The business empire associated with former senator Lukin extends beyond the Voronezh Region, as he and his family reportedly expanded their activities into markets in Germany and Montenegro.

Several years ago, a major scandal emerged in the Voronezh Region after journalists highlighted the influence of the family network of regional prosecutor Nikolai Shishkin. Members of his family allegedly occupied a range of lucrative positions across sectors including the judiciary, healthcare, trade, construction, and even within prosecutorial structures.

The journalistic investigation "Shishkin Forest" can still be read today without any cuts.

As a result, Mr. Shishkin suddenly left Voronezh Region. He landed in Moscow and, after some time, took the post of deputy prosecutor general of the Russian Federation. And it cannot be ruled out that senator Sergei Lukin helped prosecutor Shishkin with that relocation: prosecutor Shishkin had given Lukin substantial help when Lukin encountered certain problems in the region.

And now not only Mr. Lukin’s children, but also his grandchildren are owners of "factories, newspapers, and steamships"… The former senator’s wife, Vera Lukina, also remains in an active position. Until recently, she was the founder of 30 different companies and the owner of real estate in Germany, in three cities at once: Mainz, Wiesbaden, and Frankfurt. Ms. Lukina was also, until recently, the manager of Soibelman Hotel Frankfurt Airport GmbH and headed CPG Object 01 GmbH.

 The Lukins’ son, well-known entrepreneur Alexander Lukin, has not stayed away from business in Germany either: he runs the legal company CPG Object 02 GmbH. In addition to foreign assets, Alexander Lukin develops commercial projects at home, including the construction sector, manufacturing, and stakes in local enterprises (for example, LLC "Citron").

One can only wonder how they have enough strength to manage such a vast enterprise, especially if one also recalls the Lukin family’s real estate in Montenegro.

Divorce and maiden name?

From 2007 to 2013, Sergei Lukin had a registered hotel business in Germany: he personally owned 50% of Soibelman Hotel Frankfurt Airport GmbH.

But in April 2013, Sergei Lukin became a senator.

So he had to scratch his head: how could he sit in a senator’s chair without losing a successful business in Germany?

The problem was solved in a primitive way: senator Lukin divorced his beloved wife, Vera Ivanovna Lukina.

After this divorce, Vera Lukina began managing Soibelman Hotel Frankfurt Airport GmbH: she received the position of director.

Other close people were not forgotten either, in particular son Alexander Lukin and daughter Elena Berezina (Lukina), as well as the grandchildren.

So it all began with Soibelman Hotel Frankfurt Airport GmbH in October 2013, when the beloved husband took his seat as senator.

Later, Vera Ivanovna Lukina became director of two German companies at once: CPG Object 01 GmbH and CONSTRUCTION AND PROPERTY GERMANY.

It is worth noting that in documents of that period the hotel was mentioned as Soibelman - Lukin Hotel Management GmbH.

And it acts as a nominal legal entity or holding structure.

Let us recall that from 1997 to 2006 Sergei Lukin was general director, and then until 2012 headed the board of directors of OJSC "House-Building Combine".

The combine constantly had large construction contracts in the Moscow region, Lipetsk, Kostroma, and elsewhere.

From 2017 to 2019, senator Lukin was a co-owner of companies engaged in renting and managing owned or leased real estate: LLC "SMU-3" (13.3%), "SMU-3L" (9.67%), "SMU-3N" (9.33%), "Sever" (11%), "Torgstroy" (17%), "BuildingGroup" (11%), and "BuildingInvest" (11.33%). He was also a co-owner of companies with the same specialization that are no longer operating: "Alfaf inans" (13.3%), "Kapitalalliance" (15%), "Alliancegroup" (18.3%), "AllianceStroyGroup" (16.6%), "KapitalStroyGroup" (16.6%), and others.

Mr. Lukin was also a co-owner of several companies in the field of buying and selling their own real estate: "InStroyGroup" (this company is still operating). The companies "Deltafinans" (18.33%) and "Businessfinans" (15%) have ceased operations.

The co-owners of LLC "InStroyGroup" (buying and selling its own real estate) are Alexander Lukin (83.3%) and his son Egor Lukin (16.7%). The co-owners of LLC "TD RAV Color" are Egor Alexandrovich Lukin (50%) and Vladislav Repin (50%).

Thus, senator Sergei Lukin was a co-owner of numerous construction companies, as well as hotel and sanatorium businesses, while his wife, children, and grandchildren turned out to be co-owners of the construction capital.

All these actions, most likely, could have been connected with foreign property that senator Lukin transferred to his close companion. And this is not about assets hidden from the state, but about property that allows one to obtain citizenship of unfriendly countries. It is possible that Vera Lukina may already have such a document.

The media also wrote that Vera Lukina had developed property interests in the UAE, since Ms. Lukina, having been legally divorced for 13 years, is no longer legally associated with former senator and Voronezh Regional Duma deputy S. N. Lukin, who ended up on the EU sanctions list.

And once again, one wants to return to the clan of former Voronezh Region prosecutor Nikolai Shishkin.

During the 12 years that Nikolai Shishkin has held his post, many of his relatives received one "feeding trough", and sometimes even two.
