Mexico extradites alleged drug kingpin in cross-border tunnel network case

The Department of Justice announced Mexico's extradition of a U.S. citizen accused of directing a sophisticated operation for smuggling drugs across borders through an underground railway tunnel.

Federal prosecutors describe Genaro Lopez as a “powerful drug trafficker” operating on both sides of the southern border. He pleaded not guilty in a federal court on Monday. If convicted of the narcotics conspiracy charges, Lopez faces a maximum penalty of life in prison.

At the center of the government’s sprawling case is a highly engineered, 532-meters passage discovered by federal agents in May 2022. Plunging over 18 meters below the surface, the tunnel was fully equipped with reinforced walls, electricity, ventilation, and a custom rail system.

The underground pipeline linked a property in Tijuana, Mexico, directly to a commercial warehouse in the Otay Mesa neighborhood of San Diego, a major industrial transit hub along the U.S.-Mexico border heavily trafficked by cargo trucks.

According to court documents, Lopez’s operations inside the U.S. originally relied on a more traditional distribution network that began to unravel in July 2021, when federal law enforcement agents raided a primary stash house linked to his organization.

Lopez managed to evade capture during that raid, fleeing across the border into Mexico, where he remained a fugitive for nearly three years. His run ended when Mexican federal authorities arrested him at the formal request of the U.S., paving the way for his extradition to California.

His defense team has not yet commented on the specific allegations as the trial gets underway.
